This was rebuilt during the Alemán years with the help of the Taiwanese government, and is now home to the controversial Consejos de Poder Ciudadano (CPCs), an organization created by the Nicaraguan government in 2007 allegedly to incentivize people to take part in decision-making that affects their communities. Many Nicaraguans argue today that the CPC's primary function is to attack opponents of Ortega.
