The only official hotel accommodation in the town centre, with a beautiful location and oh-yes harbour views, the Risør rests a little on its laurels. Rooms are comfortable, if staid; those with views don't cost any more, so ask if one's available. It's opposite the aquarium, 500m west of the harbour.
