With an exceptionally friendly crew even for Dili, charismatic Cesar cooks up fresh and tasty Timorese morsels from his kitchen out front. Outside seating is shaded by vines, while the interior is attractively spacious. Specials revolve around grilled seafood and other goodies like pumpkin curry or chicken braised in local spices. Dishes can take a while to come out but it's good value and there's full bar service.
