Once the only cafe on Plaza Vieja, this state-run staple encased in a finely restored colonial mansion has recently been outclassed by newer private competition. Granted, the caffeine infusions are still pretty good, and it roasts and grinds its own coffee on-site, but the cakes are often as dry as the service.
