Pousada Vila Parnaíba

Professionally run with some English-speaking staff, this is easily Parnaíba's nicest central choice. Rooms are colorful and medium-sized with good modern bathrooms, and the verdant garden (with pool) and patio are decked out with all sorts of regional crafts. It's one block north of Av Presidente Vargas, two blocks back from Porto das Barcas.
